The shallow circular vessel is hand-decorated using a tube-lined technique, featuring a vibrant floral pattern consisting of stylized yellow tulips with red and blue highlights, complemented by small orange and blue flowers and green leaves set against a cream-coloured slip ground. The central well of the dish is finished in a solid green glaze, framed by a geometric trellis border in blue and light brown tones. The underside of the base bears hand-painted marks in dark brown script reading Bursley-Ware, Charlotte Rhead, and England, the latter underlined with a flourish.
