משה ציפר היה פסל ישראלי. יקיר העיר תל אביב וצפת. ציפר היה דמות מפתח בפיסול הישראלי בעיקר בשנות ה-50 של המאה ה-20. עבודתו התאפיינה במודרניזם רך ושמרני ששלט בפיסול הישראלי וחותמו ניכר בפסלים ובאנדרטאות. ציפר פסל באבן, בעץ ובברונזה. בין עבודותיו הרבות: דיוקני אישים כאלברט איינשטיין, חיים ויצמן, בן-גוריון ופסלים. עשר אנדרטאות ופסלי זיכרון עצב/פסל ציפר להנצחת חללי מערכות ישראל.
