Beis Din for Agunos. Rabbi Rafael Blum and Rabbi Yitzchok Isaac Eichenstein. Košice [Kaschau] 1947.  A very interesting letter addressed to Harav Yitzchok Isaac Herzog, asking his help for a woman who wants to make Chalitzah but needs an entrance permit to Eretz Yisroel. The letter is signed by two famous Rabbanim: Rabbi Rafael Blum - author of Birchas Shamayim. Son of Rabbi Shmuel. Studied under Rabbi Shaul brach. He served as rabbi in Mihalovice, immigrated to USA and served as rabbi of Kiryas Kaschau in Bedford Hills. Was Rosh Yeshiva at Yeshivas Ohel Shmuel in Irvington. Rabbi Yitzchak Isaac EIchenstein AB”D Kivishad - Son-in-law of Rabbi Elazar Shapira of Kiviashad. Survived the holocaust and was rav of Kaschau and later immigrated to New York in 1948.
