The Founding Proclamation of Keren Hatzolah – Signed by the Gedolim and Tzaddikim of Europe – 1978 Founding proclamation calling for the establishment of Keren Hatzolah, bearing the signatures of the leading gedolim, tzaddikim, and roshei yeshivah of Europe, headed by the Rabbi Yaakov (Yankele) Leiser of Peshawarsk  together with the rabbanim of the principal kehillos throughout Europe. Dated Erev Rosh Chodesh Tammuz, 1978. This proclamation is a cornerstone in the founding of Keren Hatzolah , established the previous month, in Sivan 1978, by the Satmar Rebbe , who invested his last remaining strength and was moser nefesh to establish a permanent foundation of support for the Torah institutions in Eretz Yisroel that remained faithful to Taharas HaKodesh and refused all support and funding from the government of minus .
