The book is a source collection published by the Ukrainian People's Republic (UNR) government-in-exile following the 1926 assassination of Symon Petliura in Paris by Sholem Schwarzbard. Written in French to influence public opinion and the French courts during the famous Schwarzbard trial, the book functions as an official defense white paper compiling over 100 military orders, government decrees, and official correspondence from 1917–1921. Its primary objective is to exonerate Petliura and the UNR leadership from charges of antisemitism and state-sponsored violence, arguing instead that Petliura actively condemned anti-Jewish violence, issued court-martial orders against pogromists, established a Ministry for Jewish Affairs, and provided state relief to victims, attributing the widespread atrocities to uncontrollable warlords, Soviet troops, and White forces during the chaos of the Russian Civil War. Symon Petliura - 1879-1926, was a Ukrainian politician, military commander, and head of the Ukrainian People's Republic (UNR) who led the national struggle for independence against Soviet Bolshevik and White Russian forces following the collapse of the Russian Empire. His legacy remains deeply polarizing: while in Ukraine he is remembered as a national hero and founding father who fought for sovereignty, in Jewish history he was remembered as the greatest persecutor and murderer of Jews prior to the Holocaust, held responsible as Supreme Commander for the devastating anti-Jewish pogroms committed by his troops, in which tens of thousands of Jews were slaughtered during the Russian Civil War (1917–1921). Forced into exile after the Soviet victory, Petliura was assassinated in Paris on May 25, 1926, by Sholem Schwarzbard, a Jewish watchmaker seeking vengeance for the victims of the atrocities; Schwarzbard's subsequent trial and acquittal brought international focus to the massacres and cemented Petliura's infamous historical standing in Jewish memory.
