Recalling "the horrible death which many times, & particularly in Rome on the 24th of December 1598, & is often brought about by the flooding of the Teuere ...", the author enters into the debate regarding the solution of this problem by contesting point by point the current opinions on the causes of it. He denies that floods occur due to the entry of a huge branch of water into the Tiber either in Florence, or Rieti, or at the Marmore, or due to the sirocco wind.

As for the remedies, he does not think they can consist of artificially lowering the bed, or diverting part of the water, or raising the arches of bridges, or straightening the course of the river. Instead, he proposes the creation of a large riverbed above Ponte Mollo, wide and deep, which ""by the shortest road"" reaches the sea""... and which in principle is a wall, which prevents the water from entering del Teuere when it is in its place, so that only overabundant water enters, & the non-precipitous decline begins ... The second is, that (as Rome is subject to flooding, surrounded by mountains), near the said bridge Soft, where are two extremities of all the mountains, it closes, or the said two extremities end with a wall so thick and high ... making three arches in the middle, through which ordinary water has to pass, & when the inundation comes , the said arches not being able to receive all the inundation, the said wall will hold back the rest of the water, & thus Rome will be freed ... .
