'My dear Dunraven, I quite agree that any such change as I propose in the municipal government of London ought not to have any effect on the payment of rates which would be prejudicial to the poorer parishes. I believe I shall receive a deputation on this subject in January - and if so I will make this point clear. But with the example of the poor rate of London before them, they ought not to have imagined that smaller areas of administration involved any danger to the equalization of rates. The poor law unions are not larger than the new municipalities would probably be; and yet the equalizations of rates have been found to be quite compatible with this arrangement.
