An official report presenting facts about the Allied organization formed by ten nations whose governments-in-exile had fled Nazi occupation but continued to operate as “fighting allies”: Belgium, Czechoslovakia, France (French Committee of National Liberation), Greece, Luxembourg, the Netherlands, Norway, the Philippines, Poland, and Yugoslavia. The report details the military contribution of each of these countries to the war effort, as well as their role as active forces of resistance to Nazism relative to the other member nations of the Alliance. It reveals the unique relationships each of the governments-in-exile maintained with the underground resistance movements operating within their respective European territories, documenting acts of sabotage systematically carried out against German military installations, and publicizing atrocities - executions of captured resistance fighters—committed by the Nazis. The report also provides information on the economic status of each of the Allied governments, aiming to distribute the economic burden created by the war equally among the Allied nations. It records, for instance, the continuous Polish resistance despite 1,200,000 executions, as well as the persistence of the other nations.  The report was fundamentally intended as a rebuttal to claims propagated at the time by German Minister of Propaganda Joseph Goebbels, who argued that the alliance between nations was merely superficial, and that each country acted solely in its own self-interest, without a unified front against Nazi Germany. The data revealed in this publication demonstrates how each country was fully engaged in supporting the others within the alliance, documenting their collective contributions to the global struggle against fascism. For example, it describes how, when Poland was attacked by Germany in September 1939, France, honoring its commitment to Poland, declared war on Germany; it also recounts how British and French forces joined together in the Libyan campaign, and more.
