Manuel Francisco de Macedo Leitão e Carvalhosa, 2nd Viscount of Santarém (born in Lisbon in 1791 and died in Paris in 1856), was a prominent figure as a historian, politician, and diplomat in the turbulent 19th century in Portugal. His political career included positions such as Minister of the Navy and Overseas Territories (1827) and Minister of Foreign Affairs (1827 and 1828-1833), serving the absolutist regime. After the victory of the liberal forces, he went into exile in Paris in 1834, where he resumed a life of study that he had begun years earlier in Brazil. In Paris, he became a recognized authority in the field of historical and geographical scholarship, being a member of many of the most prestigious scientific and geographical institutions of his time (including the Academies of Lisbon, Madrid, Berlin, and the Geographical Societies of Paris, London, and Saint Petersburg). He is internationally remembered as one of the founders of the field of cartography . The publication of his Atlas —which began with the Atlas composé de cartes des XIV, XVe, XVIe et XVIIe siècles... in 1841 and culminated in the monumental Atlas composé de mappemondes, de portulans et de cartes... with 78 type maps (1849-1855)—is of fundamental importance, as it founded the discipline known as the history of cartography . The primary objective of the publication was polemical and political : to serve as proof for his work on the priority of the Portuguese discoveries. Specifically, the Atlas was intended to support the policy of ” proof and defense of rights ” of the Portuguese overseas empire against the advance of France and Great Britain in Africa and Asia. By compiling maps from the 9th to the 17th centuries, the Atlas aimed to demonstrate that, before the Portuguese navigations, the maritime nations of Europe had no knowledge of the African coast south of Cape Bojador . In contrast, maps published after 1434 showed the coastline and were covered with Portuguese names . The edition of the first Atlas was even published ”at the expense of the Government of His Most Faithful Majesty” .
