He was born on October 29, 1946 in Moscow. 
He graduated in 1968 from the Moscow Pedagogical Institute, majoring in the Teacher of the Russian Language and Literature. 
For a time he taught in high school.

In the early 70s he collaborated as a cartoonist, with leading Moscow newspapers and magazines: Trud, Pravda, Moscow News, and Soviet Culture. "Ogonek", "Smena", etc. Also, he actively cooperates with the newspapers of the Union republics: "Baltic" (Latvia, Lithuania, Estonia), "Peretz" (Ukraine).

His success was greatly facilitated by cooperation with the famous comic magazine "Crocodile", in which he began to be published in 1976 and which lasted almost 10 years. 
In the same period, Eugene Milutka joins the Creative Union of Artists.

His drawings appear regularly in the popular children's magazine "Merry Pictures".

In the mid-80's, E. Milutka began to draw a political caricature for the leading Soviet newspapers. 
Not a day passes without the actual caricature in the newspapers: Izvestia, Pravda, Molodaya Gvardiya (Perm).

In the 90's carried away by graphics, which sold like many artists 
at that time on the Arbat. 
In addition, among the graphic works can be noted a brilliant series of illustrations for the novel M. Bulgakov "Master and Margarita." 
Among the illustrations, one can also mention the work on G. Ostier's book "Escado Island", which was published in 1994.

From the mid-90s to the present day, the works from the series "Mice and Cats", which successfully and talently combined the caricature and graphic talent of the artist, gained popularity.
