Tel Aviv Municipality – 100 Mils Municipal Voucher September 1948 - Municipal payment voucher with a denomination of 100 mils, issued by the Tel Aviv Municipality in September 1948, during the transitional economic period following the establishment of the State of Israel, amid a severe shortage of small-denomination coinage and banknotes. The voucher is printed in Hebrew and framed by a dense dark-blue ornamental border, with the denomination “100 mils” indicated in the corners. The central design features the Tel Aviv municipal emblem (tower and sea), with a faint secondary emblem printed on the reverse. Red serial number: 94333. Historical Context In 1948–1949, and particularly in the months immediately following the declaration of independence, several local authorities—most notably Tel Aviv—issued municipal payment vouchers in low denominations. These were used for municipal taxes and payments as a temporary substitute for official currency during a period of acute monetary shortage.
