The Isolated Western Galilee – Nahariya Under Siege – Emergency Mail Second Issue – Cover with the Three Values 10, 20 and 50 Mils – Nahariya Cancel May 18, 1948 - Cover from the siege period of Nahariya and the Western Galilee during the 1948 War of Independence, franked with the three denominations of the Nahariya Local Council Emergency Mail – second issue. The stamps bear the inscription “Emergency Mail” with a Star of David and trilingual text (Hebrew, English and Arabic). This second issue was released on May 16, 1948, shortly after the declaration of the State of Israel, largely in response to strong philatelic demand. The cover includes all three values: 10 mils 20 mils 50 mils They are cancelled with a Nahariya postmark dated May 18, 1948, one of the documented cancellations used during the operation of the local emergency postal service. In the background appears the “BY SEA” marking associated with mail transported by boat between Nahariya and Haifa during the emergency maritime postal service, when the settlements of the Western Galilee were cut off from the rest of the country. Covers bearing the full set were often prepared for collectors already during the period of use and today represent interesting documentation of the improvised postal system during the siege.
