Originally issued in 1989 to commemorate the bicentennial of the French Revolution, the design features a white central field with a teal or turquoise border. The central motif consists of a medallion dated 1789 surrounded by oak leaves, tricolor flags, and a Phrygian cap. Flanking the center are two seated allegorical female figures representing Justice with scales and Law with a tablet inscribed with the Declaration of the Rights of Man. The national motto Liberte Egalite Fraternite and Republique Francaise are printed in an arc. The inner border depicts bundles of fasces tied with tricolor ribbons, with revolutionary symbols including an olive branch and a wheat sheaf in the corners. The scarf features hand-rolled edges. The text Hermes-Paris is printed in the lower right corner, and a copyright symbol with Hermes is integrated into the design on the left side.
