The letter regards the opinion of the Noda B’Yehuda regarding a chalitza matter. Rabbi Gershon Litsch Segal Rosenbaum (1837-1901) was the ab”d of Tallya, Hungary. He was circumcised by the Chassam Sofer, and was a student of the Ksav Sofer and Mahari Assad.
