The Winter Relief Fund (WHW), which was set up in the summer of 1933, aimed to relieve the state budget and in particular the burden on social security contributions. The revenue was to be used to support needy ”compatriots”. Other welfare organizations that already existed, such as the Workers' Welfare Association, were dissolved or incorporated into the WHW. The head of the WHW was the Reich Minister for Public Enlightenment and Propaganda, Joseph Goebbels, who, like many National Socialist Party members, liked to portray himself as a major donor.
