The Voroshilov Sharpshooter badge was instituted by OSOAVIAKHIM (Society for Assistance to Defense, Aviation, and Chemical Construction) in honor of Kliment Voroshilov, People’s Commissar of Defense of the USSR. It was awarded to Red Army soldiers, workers, and students who demonstrated superior marksmanship skills and completed a standardized shooting program. The badge quickly became one of the most recognizable mass awards of the 1930s, symbolizing preparedness for the defense of the socialist homeland.

Tens of thousands of citizens proudly wore the badge as part of the USSR’s broader prewar militarization and propaganda campaigns. The first class (as seen here) was awarded to those who achieved higher levels of accuracy in small arms shooting, and early issues (1932–1934), such as this numbered example, are scarce and sought after.
