The sender likely erroniously paid the 35m letter rate for the 20m postcard rate. The specialist literature does not document any Doar Ivri stamps produced on this color of (medium white) paper; the stamps are of a 1st Plate 2nd issue printing (as per the relative clarity of the Arabic accents) on darker paper than any documented used for the Doar Ivri issue.
