Fuad refers to the Balkan conflict `..durante questa fase risolutiva del conflitto balkanico..´, and to the campaign he has been leading over the last nine months in Europe `La campagna che da nove mesi vado conduciendo in Europa..´, both resolved successfully. Fuad further refers to the visit of the Emperor of Russia and for this reason requests a credit of one hundred thousand francs to be opened at the Parisian office `..a partire per Londra e in previssione di una visita immediata a S.M, l´Imperatore di Russia, devo per ogni evento trovarmi convenientemente preparato e provvisto di fondi..´.
