The partially printed document, bearing the printed heading ''Napoleon, by the grace of God, and by the Constitution, Emperor of the French, King of Italy, Protector of the Rhin Confederation'', is a decree containing two articles. The first article stating `We grant to Virginia Mustapich, born in Cesarotti, an annual lifetime pension of 500 Lire.´ The second article reports on the Ministers of the Reign of Italy who will be in charge of executing the present decree.
