Extremely Rare! - Proclamation published before the seventh Zionist Congress in Basel in 1905 – the first congress after Herzl's death. The Uganda Scheme, which was presented by Herzl in the previous Congress, was supposed to come up for vote during this congress. The proclamation calls the members of ”Merkaz Tziyonei Eretz Yisrael” to choose representatives for the Congress who will vote against the Scheme so that there will be a majority against the Scheme and to raise funds to cover the expenses of these representatives. 4 pp. Condition: Very Good.
