Rabbi Raphael Meir Panigel ( 1804–1893), a renowned scholar and kabbalist, was the Rishon LeZion (Chief Rabbi of the Sephardic community in Jerusalem) following the passing of Rabbi Avraham Ashkenazi in 1880. His son-in-law was Rabbi Chaim Moshe Elishar, the son of Rabbi Hissa’a Brakha, author of Moshe HaIsh. At the age of 37, Rabbi Panigel was sent to Tunisia and Algeria, where he became known for his miracles. During his visit to Tunis in 1863, in the midst of a severe drought, local rabbis asked him to pray for rain. Miraculously, before he completed his prayer, the sky darkened, and abundant rain fell.
