These coupons were given to the poor of Jerusalem or to Talmidei Chachamim who received the support of the varied Kollelim and were delivered to bakery-owners in Jerusalem. The bakery-owners included, among others, Chaim Yisrael Katz Halperin, Reb Chaim Rosimnan, the Simenovich Brothers and more.
