The shield-shaped piece is constructed from 10K gold-filled metal. The obverse features a central circular emblem depicting the New York State seal with the motto Excelsior, surrounded by a blue enamel ring reading NEW YORK STATE ASSN OF CHIEFS OF POLICE. The design is surmounted by an embossed eagle and includes a scroll at the base inscribed with the number 1348.
