Sch: Zeg, likely an abbreviation for the Dutch administrative term klein schepenzegel (small aldermen seal), and R: DROITS REUNIS? at the bottom. The wax impression itself shows the partial raised letters REUNIS along the lower edge of the border, corresponding to the French Napoleonic tax administration known as the Droits Reunis (Combined Duties).
