Presumably Kansas City, Kansas based on some of the sponsors, like several members wearing shirts for Baldwin Motorcycle Service 536 Central, KC KS. This is an original photograph from 1949 by Anderson of KC, now mounted to acid free foam core. Measurements are included in the description.
