Rabbi Horowitz was the Rosh Yeshiva of the Yeshiva Gedola and Talmud Torah of Meah Shearim, which was founded by his grandfather, R. Shaul Chaim Horowitz (1820-1916). He was also one of the founders of the Mizrachi movement in Eretz Israel.
