Extremely rare Dowler & Sons very early porteous end police whistle and chain. Dowler was the inventor of the police whistle, however a factory fire closed them down very shortly after they began manufacturing. At this point they licensed the production out to others. An extremely rare piece of police history, just try and find another one!
