Placard calling for an international fast day in Av 1922, in wake of the religous and physical persecution in Russia and the Ukraine. The margins of the appeal bear the printed signatures of the Chafetz Chaim, Rabbi Chaim Ozer Grodzinski [printed signature and personal stamp] and the personal stamp of Rabbi Yitzchak Yerucham Diskin. "It is appropriate to desigante a general fast day upon the terrible troubles suffered by our brethren in Russia and the Ukraine; disease, sword and hunger and religious persecution and decrees forcing them to abandon religion...the decree cancelling chadarim, talmud torahs and yeshivas and the closing of batei medrash....the recent troubles make one forget the previous ones both in regards to physical and spirtiual. The situation is terrible and the horrible news about our brethren in the Ukraine rends our heart; disease, sword and hunger so bad that they have never been experienced since the days of the churban, with the fulfillment of the words of the pasuk that merciful women cooked their children....there is no maximum to which we must do quickly to save the remnants of Israel from destruction..."

The signatory rabbis appeal for an international fast day on the eve of Rosh Chodesh Elul with details regarding the program for the day, including blowing the shofar, reciting selichos and mussar speeches to inspire repentance.
