המכתב, על נייר מכתבים של הקק"ל, נכתב וחתום על ידי א.מ. אפשטיין, מציין בפני בן צבי שעם הרכישה יש בידי הקק"ל 33,000 דונם בחיפה, שהם בעלי חשיבות לאומית וכלכלית גדולה, בשל האפשרות להקים שם מפעלים גדולים. מתוארך 21/11/1928. המכתב הוא העתק פחם של מכונת כתיבה, חתום בעט. קמטים, קרעים וחורי תיוק.
