The signatures of the rabbis are initials.

Rabbi Yitzchak Isaac HaLevi Herzog (1888-1959) was the Ashkenazi Chief Rabbi of the Land of Israel in 1936, and later of the State of Israel until his death. Before that, he was Chief Rabbi of Ireland Jewry.
Rabbi Avraham Abikazir: (1866, 1944) was a rabbi in Alexandria and Eretz Yisrael. He served as rabbi of the Western community in Jerusalem and as a member of the Chief Rabbinate Council.
Rabbi Herzog said in his eulogy: "The rabbi was a great Torah scholar and there were many rabbis and not a widower of Israel, but one thing was that he had no other, who was a man of truth and not afraid of any person.
Rabbi Ya'akov Kalmas (1880-1953) was a rabbi of Moscow and a member of the Council of the Chief Rabbinate at the time of the establishment of the State of Israel.
