'To proclaim a prohibition against learning external subjects, even those permitted by (Jewish) law ... we from the Ashkenazic communities, together in the holy city of Jerusalem, accept upon ourselves anew the decrees of complete severe excommunication, and with the power of the holy Torah, we hereby strengthen and establish these strictures upon all residents of the holy city of Jerusalem, the Ashkenazim.'
