The official proclamation of the High Commissioner for Palestine John Chancellor subsequent to the 1929 Palestine Riots; published upon Chancellor's return to Palestine from England.
In the proclamation, Chancellor blames the Arabs for the outbreak of the Riots, announces the termination of the negotiations in favor of the Arabs in England and commits himself to realize the principles of the White Paper: "I have returned from the United Kingdom to find to my distress the country in a state of disorder and a prey to unlawful violence… I have learned with horror of the atrocious acts committed by bodies of ruthless and bloodthirsty evil-doers… upon defenceless members of the Jewish population… I initiated discussions with the Secretary of State when in England on the subject of constitutional changes in Palestine. In view of recent events I shall suspend these discussions with His Majesty's Government…"
