Graduated from the Moscow Art Institute in 1951. Author of an individual, very recognizable style of portrait painting. Created a number of portraits, mainly of the creative intelligentsia - B. Okudzhava, N. Mandelstam, Yu. Daniel, etc. Since the 1950s, a regular participant in exhibitions. He was one of the participants in the ”Exhibition of Seven” (1962, Leningrad). Birger's works have been repeatedly exhibited at art exhibitions held in New York (1975), Paris (1976), London (1977), Cologne and other cities. The artist's works are presented in the collections of the State Tretyakov Gallery, the Berlin National Gallery, the P. Luzwig Museum of Modern Art (Cologne), the New Picture Gallery P.
