Graduated from the Moscow State Art Institute. V.I. Surikov in 1950. Studied with G. Shegal and V. Tsyplakov. Participant of art exhibitions since 1951. He worked in the genre of thematic paintings and landscapes. Maksyutov’s landscapes are imbued with a great lyrical feeling. Personal exhibitions of R. Maksyutov took place in 1959, 1960, 1961, 1975, 1985. in Moscow, 1961 in the village of Veshenskaya. Paintings by R. Maksyutov are in art museums in Tambov, Penza, Irkutsk, Pskov, Krasnodar, Kostroma, as well as in private collections in Russia and abroad: in Germany, France, Japan, and the USA.
