במבוא לחוברת מציין המחבר כי מן היום בו נתמנה משה שרת לשר החוץ של מדינת ישראל , המדינה צועדת בשטח הדיפלומטי מתבוסה לתבוסה, כל אחת חמורה מחברתה.
