Rabbi Mordechai Tzvi HaLevi Horowitz, Av Beit Din of Brod, son of Rabbi Yitzchak HaLevi Horowitz, renowned as “Reb Itzikel Hamburger”, close friend, Mechutan, and disputant of the Noda BiYehudah. The controversy between Reb Itzikel Hamburger and the Noda BiYehudah concerned a case in which a husband appointed an agent to divorce his wife against her will. The ban of Rabbeinu Gershom forbids divorcing a woman against her will, and the question arose whether the bill of divorce is invalid even de facto, for “there is no agency for a transgression” — and if there is no agency, the divorce is void. This discussion is well known in the yeshivah world. In this debate R. Mordechai Tzvi also participated, responding to the Noda BiYehudah to defend his father’s position. The Noda BiYehudah replied to him with great honor: ''ה' עמך גיבור החיל, בכיילא רבה כייל, בלא בר עייל, ה''ה אהובי ש''ב ידידי וחביבי, הרב הגדול המופלא ומופלג, החריף ושנון, המושלם במעלות ומידות..., ומעלתו יפה עושה להיות ברא מזכה אבא, וכבוד אביו מרתחא ליה ומתאמץ לעמוד על דעתו'' (Responsa Noda BiYehudah, vol. 2, Even HaEzer §112) Likewise, R. Mordechai Tzvi corresponded on this matter with his relative by marriage, the author of Hafla’ah (Responsa Givat Pinchas, §§29–30). R. Mordechai Tzvi was the son-in-law of R. Moshe, Av Beit Din of Satnov. He passed away in Brod on the 25th of Kislev, 1810. He established a prominent yeshivah, and among his disciples was the Holy Maggid of Kozhnitz.
