[In late Soviet historiography, there was a tendency to depict the continuity of the Bolshevik military organizations of 1905 and 1917. However, earlier works show fundamental differences both in the tasks and in the functioning of these party structures. During the first Revolution, the Social-Democrats created combat organizations that were engaged in helping the proletariat organize armed demonstrations. In this work, the army was assigned a supporting role. The soldiers were only required to support the performance or supply the workers with weapons.

.The resolutions of the Third Congress of the RSDLP in April 1905 on this issue emphasized that work in the army is not an end in itself and should be considered as part of the general task of the party – the preparation of an armed uprising, in which the decisive role will belong to the combat organizations of the proletariat.

The same fundamental difference was emphasized by the leaders of the Military Organization themselves in 1917. V. I. Nevsky, in a report at the All-Russian Conference of Military Organizations, said: "In no revolution were there such huge peasant masses concentrated in the army, there were never better conditions for developing a powerful stronghold of the revolution from the army."

Later, at the Second Petrograd Citywide Conference, V. I. Nevsky repeated his idea: "Thus, the nature of the organization is no longer the same as it was in 1905-1907; then military organizations were in the nature of shock combat groups, but now the tasks are broader and deeper."]
