Shmuel (Samuel) Gorr was a Jewish–Israeli legal scholar and jurist, active mainly in the first half of the 20th century. He specialized in biblical and talmudic law, legal history, and comparative jurisprudence, with a particular focus on ancient Israelite legal institutions. Educated in Germany, Gorr belonged to the circle of German-Jewish scholars who applied modern legal-historical methods to the study of Jewish law. His work examined topics such as family law, marriage, inheritance, and the levirate, placing them in a broader comparative framework alongside ancient Near Eastern and European legal systems. Following the rise of Nazism, Gorr emigrated to Mandatory Palestine, where he continued his scholarly activity and became part of the intellectual foundations of early Israeli legal studies. He contributed to the transmission of European legal scholarship into the emerging Israeli academic environment, especially in the field of Jewish legal history. Although biographical details about Gorr are limited, his writings are cited in academic literature on Jewish law and legal history, and he is regarded as a representative figure of the transitional generation linking German legal scholarship with Israeli jurisprudence.
