The German goals in establishing the bank in the Theresienstadt ghetto:
- The Germans were interested in presenting Theresienstadt as a "civilian" "normal" city.
- Establishment of the Jewish Self-Administration Bank (verwaltung-Selbst juedischen der Bank) on January 1, 1943
It was intended to give the city the appearance of a normal city, whose inhabitants, even if they were imprisoned during the war, still enjoy full civil rights. Allegedly, funds were deposited in the "personal account" of a Theresienstadt "resident", when in fact they were not

and only registered to their credit in their bank savings account.
The Jews in the ghetto had to carry the register with them for inspection by every SS man.
