Israel, that he was requested by an acquaintance about something divine, since he heard from Israeli Jews about a wonderful and accepted segula for barren couples to donate 'chai rotl' (18 rotl) of Mashkeh (drink) on the day of the hillula of the Holy Tanna Rabbi Shimon Bar Yochai, and in this merit be blessed with a speedy salvation with G-ds help. ('נדרשתי מאחד מאנ"ש יחי' בענין נשגב, היות ששמע מפי אנשי אה"ק ת"ו שקבלה בידם סגולה לחשוכי בנים ר"ל לנדב ח"י ראטיל משקה ביומא דהילולא על ציון התנא האלקי רשב"י זי"ע ועכ"י'). Therefore I appoint you to be my Shaliach Mitzvah (messenger) to pray for the benefit of the couple … Hashem shall bless them with healthy children speedily, and vow on their behalf 18 rotl of drinks as is customary, and when G-d will assist them and they will be redeemed speedily, they are prepared to happily repay their vow. 'וכאשר יעזור השי"ת ויפקדם בישועה במהרה, מוכנים המה לשלם נדבת לבבם בשמחה'.
The Rabbi ends his letter with his holy blessings: ' ובזה הנני מברכו בישועה בכל עניניו ויזכה לישב על אדמת הקודש במנוחה והשקט ובטח וברב נחת והרחבה, ידידו דורש שלומו באהבה, הק' בן ציון הלברשטאם'. 

This is a letter that stormed the world, resulting in many countless '18 rotl' of drink being doled out at the holy grave site of the divine Tanna Rabbi Shimon Bar Yochai, bringing forth endless salvation's, and many many Jews can personally attest on this wonderful and amazing segula, with the help of G-d.
