In this letter, Rabbi Shkop appeals for help in rescuing the young student Yitzchak Einbinder, requesting that he be accepted as a student in the Heichal HaTalmud Yeshiva so that he may obtain a certificate (immigration permit) to immigrate to the Land of Israel.
