Letter of Appointment for an Emissary of Kollel Kosov. Safed, 1924, with the signatures of the leaders of Kollel Kosov in Safed and the Rabbis of Safed. “We, the undersigned, administrators and appointees of Kollel Kosov in the Holy Land, hereby grant full authority and authorization, in the most legally effective manner, to the honorable Rabbi, Harav HaGaon Rabbi Chaim Yosef Eilenberg, Av Beis Din of the holy community of Kosov, to serve as a Shelucha DeMitzvah, collecting funds among our Jewish brethren in the cities of America for the benefit of the poor, widows, and orphans of our community, Kollel Kosov, in the Holy Cities of Jerusalem, Safed, and Tiberias.” Letter appointing Rabbi Chaim Yosef Eilenberg, Av Beis Din of Kosow, to serve as an emissary in the cities of America, signed by the leaders of Kollel Kosov. Signed by the heads of Kollel Kosov in Eretz Yisrael: Rabbi Michel Friedman (among the founders and administrators of the Bnei Zion society for agricultural labor and settlement of Eretz Yisrael by members of the Old Yishuv) and Rabbi Zelig Edelstein. With the seal of “Anshei Austria of Kollel Kosov in the Holy City of Safed, ” the seal of the Ashkenazic Beis Din of Safed, and the seal of the Temporary Town Committee of the Jews of Safed. Also bearing a handwritten certification, signature, and seal of representatives of the British Mandate authorities in Safed. In the margins appears a confirmation of the foregoing and a letter of recommendation urging assistance to the above-mentioned emissary, signed by the Rabbis of Safed: Rabbi Avraham Leib Silberman, Av Beis Din of Safed, and Rabbi Ephraim Weingot, together with the signature of the banker Reb Eliyahu Klinger, one of the leaders of the Ashkenazic community in Safed. Rabbi Avraham Leib ben Rabbi Yitzchak Dov Silberman (1889–1947) — Av Beis Din of Safed. Orphaned in childhood and raised by his grandfather, Rabbi Raphael. After his marriage, he attached himself to the court of the Admor of Stefanesti. From 1909, he served as a Dayan in Safed, and beginning in 1917, succeeded his grandfather as Chief Rabbi of Safed, serving for thirty years. He was president of the Committee for the Holy Places in the Upper Galilee and one of the leaders of the Jewish community of Safed. Rabbi Ephraim Shraga Weingot (1888–1951) — son of the Gaon of Kowel. He immigrated to Eretz Yisrael in 1906 and, from 1919, served as Rav and Moreh Tzedek in Safed and as a member of the Ashkenazic Beis Din of the city. In 1939, he visited his father in Poland and, shortly before the outbreak of the Second World War, assisted in rescuing manuscripts left by HaGaon Rabbi Shraga Feivish, Son of Av Beis Din of Nowy Dwór.
