On both title pages it is noted that the sefer belongs to Rav Yosef Eliezer from Zhovkva.
Rav Yosef Eliezer Gottlieb- one of the Dayanim in the "Yeshuos Yaakov's Beis Din in Zhovkva, and after the Yeshuos Yaakov moved to Lviv, he replaced him together with the Gaon Rav Yosef Yozpeh Stern, author of the "Yad Yosef".
