הגאון רבי שמואל קיפניס - (תרמ"ג, 1883 – תשל"ט, 1979) היה רב העיר אובריטש בצפון אוקראינה, ולאחר עלייתו לארץ ישראל כיהן כרב שכונת בתי הורנשטיין בירושלים, מנהל "התאחדות הרבנים פליטי רוסיא ושאר ארצות", מייסד ומנהל מכון אוצר הפוסקים בירושלים.
