In this work, he corresponds in matters of halacha with leading figures of the era: Rabbi David Tebele of Lissa, Rabbi Meir Posner (author of Beit Meir), Rabbi Pinchas HaLevi Horowitz (author of Hafla’ah), and Rabbi Isaiah Pick-Berlin. From 1781, he served as the rabbi of Rotterdam until his passing in 1806. In responsum no. 41, he discusses a case involving money sent from Philadelphia, United States, regarding a benefactor who gave charity to a poor man who later became wealthy: ”Concerning that which the honorable philanthropist informed me, that the donor, R. Chaim in Philadelphia, inclined his ear to my words and gracious plea on behalf of so-and-so and contributed to him…”. The benefactor was Haym Salomon, one of the key figures in the founding of the United States and its early financial system, who, according to legend, was instrumental in securing the funds for George Washington’s Revolutionary War against the British.
